- New construction only. Every home in Westlake has been developed within the Minto master plan by Minto Communities and affiliated builders. There are no older homes, no legacy housing stock, and no meaningful variation in construction age.
- Single master developer. The entire city was designed and built by one company with a unified vision for land use, amenities, trail systems, and commercial development.
- Open space priority. More than 55 percent of the total acreage is dedicated to natural areas and open spaces, with approximately 240 acres of parks, 600 acres of lakes, and 15 miles of walking and biking trails.
- Golf cart connectivity. The city's design allows residents to travel from neighborhoods to the commercial corridor by golf cart, a genuinely distinctive feature for western Palm Beach County.

History of Westlake, Florida
The land that became Westlake was part of the Callery Judge Grove, a citrus operation that had farmed the area since the 1960s. The property was governed by the Seminole Improvement District, a special-purpose government entity responsible for core infrastructure systems including water management and stormwater, operating in coordination with the city and other service providers.
Citrus production at the grove was severely impacted by citrus canker and citrus greening diseases over time, and the decision was made to sell the property. In September 2013, Minto PBLH LLC, a subsidiary of Minto Communities, purchased the property from Callery Judge Grove. Following the land acquisition, Minto applied to Palm Beach County for a development order for a planned community consisting of 4,546 single-family homes and 2.2 million square feet of non-residential development. The development order was approved in 2014. After an extended county review process, Minto approached the Seminole Improvement District Board and existing residents about converting and incorporating as a city under Florida Statutes rather than continuing to develop under county jurisdiction.
The conversion and incorporation plan was developed by the Seminole Improvement District board, staff, and consultants, and presented to residents for a vote. The residents approved the plan, the election was certified, and the City of Westlake officially became incorporated on June 22, 2016.
